Cyprus combines some of the lowest total costs of our eight destinations with generous merit scholarships, which is why it works for families whose budget rules out the larger routes. We are straightforward about the trade-off: this is a cost-first choice.
What it costs
The money, stated plainly.
Tuition is only part of it. Below is what you pay once, what you pay every month, and what the visa authorities need to see in the bank before they will issue anything.
Tuition & living
We publish no sector-wide figure, and that is deliberate: the sources that circulate blend Republic and Northern Cyprus institutions and contradict each other. The one entry we hold verified money for is the University of Limassol at €6,500 a year

Before anything else
Check which side of the island the campus is on.
This is the single most important thing on this page, and it is the reason we publish no blended tuition figure for Cyprus. Get it wrong and the degree you paid for may not be recognised where you intend to use it.
The Republic is an EU member state
Nicosia’s southern side, Limassol, Larnaca and Paphos are the Republic of Cyprus. Degrees are EU-recognised, and that recognition is the entire reason to consider Cyprus over a cheaper destination elsewhere.
Northern Cyprus is not
Famagusta, Kyrenia and northern Nicosia sit in the TRNC, which is recognised only by Türkiye. That affects how employers, professional bodies and other universities treat the qualification. Some agents present TRNC institutions simply as “Cyprus”, and students find out when they try to have the degree recognised.
Why we publish no fee figure
Almost every published Cyprus cost blends the two sides, which makes the average meaningless. We would rather give you nothing than a number we cannot stand behind. Ask the specific university for a written quote, and check the campus address on it.
The medical is the broadest of any destination we handle
TB chest X-ray plus hepatitis B and C, syphilis and HIV screening, done twice: in Pakistan before the entry permit, then repeated at a government hospital in Cyprus for the residence permit. No other destination on this site asks for all of that.
It is a cheaper route to an EU qualification, and many institutions accept a Medium of Instruction letter or their own test instead of IELTS, which is a genuine advantage for a student whose English certificate is the obstacle. It is not a route to working abroad: non-EU students are generally not permitted to work during study and there is no automatic post-study route. Judge it as a qualification, not as a migration plan.

The local graduate market is small. Most students plan around further study or work elsewhere afterwards.

How the year runs
Cyprus is where we place students who need an EU-recognised degree on a budget that will not stretch to the UK or Ireland. Merit scholarships are common and often decide affordability.
Three things specific to Cyprus
- Check carefully which part of the island a university sits in. Recognition and cost differ, and published guides routinely conflate the two.
- Class sizes are small and teaching is in English.
- Ask about progression: some students use Cyprus as a first degree and transfer for a master's.
Documents & attestation
What you need, and how Pakistan verifies it.
The paperwork below is what a Cyprus application runs on. Your counsellor confirms the exact list for your university and checks every document against the others before anything is submitted.
Documents you will need
Academic
- Matric (SSC) and Intermediate (HSSC) certificates and mark sheets
- Bachelor's degree and full transcripts, if applying for a master's
- IBCC equivalence certificate if you studied O-levels or A-levels
- IELTS, PTE or other accepted English test result
Identity
- Passport valid well beyond your intended course end date
- CNIC or B-Form, and your family registration certificate where asked
- Passport-standard photographs to the destination's specification
Financial
- Bank statements covering the period your destination requires
- Bank certificate or maintenance letter from the account holder's bank
- Sponsor's affidavit of support, with proof of their income
- Evidence of the sponsor's income: salary slips, tax returns, business papers
Supporting
- Statement of purpose written for this course, not a template
- Academic or employer reference letters
- Experience letters and CV where the course expects them
- Medical and police documents where Cyprus requires them
The attestation chain
Order matters. Skip a step and the next authority sends you back, which is the most common cause of avoidable delay.
Your board verifies Matric and Intermediate certificates; your university verifies your degree and transcripts. Nothing moves until this is done.
The Inter Board Committee of Chairmen attests Matric and Intermediate. If you did O-levels or A-levels, IBCC also issues the equivalence certificate, and that must be finished before attestation.
The Higher Education Commission attests degrees and transcripts. It covers higher education only, not school certificates.
The Ministry of Foreign Affairs attests only after HEC or IBCC has stamped the document. Appointments are booked online.
Some destinations accept a MOFA apostille; others still want their own embassy in Pakistan to legalise the document. We confirm which applies to Cyprus for your specific documents before you start.
Three things that changed recently
Attestation guidance published even a year ago is now partly wrong. These are the current points that catch people out.
- HEC attestation is now fully digital. The Higher Education Commission moved degree attestation onto an online Degree Attestation System in May 2026, replacing the old in-person and courier route. Older step-by-step guides describing counter visits no longer apply.
- MOFA no longer takes walk-ins. Appointments are booked online, so attestation has to be scheduled into your application timeline rather than done the week before submission.
- O-level and A-level equivalence takes weeks, not days. IBCC equivalence must be complete before attestation can start, and Cambridge result slips are not accepted in place of the certificate. This is the single most underestimated delay in the whole process.
Government processes change. Your counsellor confirms the current requirement and fee for your documents at the time you apply, rather than working from a printed list.

Three numbers a family needs before committing, and one question almost nobody asks until it is urgent: can you pay to be decided faster? The answer is yes in exactly one of these eight destinations.
Which visa, and what it costs
An entry permit, normally lodged by the institution with the Civil Registry and Migration Department, which you then collect as a visa. After arrival you register for residence, on a short deadline. We do not publish a fee figure, because the Cyprus sources contradict each other and most of them blend Republic and Northern Cyprus procedures. Ask us and we will get it in writing from the specific university.
The insurance, and where to get it
Medical cover is required, and Cyprus asks for the broadest screening of any destination here: TB chest X-ray plus hepatitis B and C, syphilis and HIV, done in Pakistan and then repeated at a government hospital in Cyprus.

Proof of funds
What Cyprus actually wants to see, from a Pakistani family.
Every destination asks for money. What differs, and what nobody writes down properly, is who is allowed to hold it, how long it has to have been there, and which Pakistani documents prove where it came from. This is the part we build first on every file, because it is the part that refuses people.
Who is allowed to fund you
You or a parent. Confirm the specific institution's rule in writing, because Cyprus is where the public sources contradict each other most.
The documents, exactly
Around EUR 7,000 of available funds is commonly quoted, but treat that as INDICATIVE. Usually at least the first semester's tuition paid before the entry permit is issued, and sometimes a bank guarantee lodged with the institution on top. Also a police character certificate, and the broadest medical screening of any destination here: TB chest X-ray plus hepatitis B and C, syphilis and HIV, done in Pakistan and then repeated at a government hospital in Cyprus.
FBR returns and the NTN
Not required. In Pakistan your CNIC IS your NTN for individual filing, so you do not need a separate number. The FBR tax year runs 1 July to 30 June and the return is filed on the IRIS portal with a wealth statement attached. Returns for the last two to three years are what a visa officer uses to test whether a claimed income is real.
What will not be accepted
Not reliably published. We would rather say that than guess.
