What is different here

Qatar does not work like the other seven.

Almost everything students assume about studying abroad comes from the UK and Australia. Very little of it transfers to the Gulf, and the differences are structural rather than cosmetic.

Your visa belongs to the university

In the UK you hold a student visa in your own right. In Qatar the institution sponsors your residence permit, applies for it, and holds it. Change institution and the permit does not travel with you, it is cancelled and reissued. That makes the choice of university a bigger commitment than it is anywhere else on this site.

The branch campus question you must ask in writing

Education City hosts branch campuses of American and European universities. A genuine branch awards the home institution’s degree, identical to the one issued on the main campus. Ask which legal entity confers the award, and get the answer in writing before you pay anything. It is the same warning we give about Malaysian twinning arrangements, and for the same reason.

Family proximity is a real argument, not a soft one

Doha is roughly three hours from Karachi and under four from Lahore, against eleven to the UK and thirteen to Australia. For a family sending a daughter abroad for the first time, or a student who may need to return quickly, that distance changes the decision in a way no ranking does. It also makes the airfare line in your budget a fraction of what it is elsewhere.

There is a large Pakistani community already there

Pakistanis are among the largest expatriate groups in Qatar, and halal food, mosques and Urdu are simply part of daily life rather than something to search for. The settling-in problem that dominates a first month in Europe barely exists here.

Work rights are the weakness, and we will not dress it up

Part-time work during study is restricted and generally requires sponsor permission. Do not build a budget that assumes you will earn while studying. Qatar is a destination you fund, not one you work your way through, and anyone telling you otherwise has not read the rules.

Staying on is an employment question

There is no post-study work visa here of the kind the UK, Ireland, Australia and New Zealand run. Remaining after graduation means an employer sponsoring a work residence permit. The Gulf job market is real and graduates do convert, but it is a job search rather than an entitlement, and the difference matters when you are comparing destinations on paper.

Who Qatar actually suits

A student who wants a Western degree without a Western flight, whose family wants them close, who can fund the course outright, and whose subject is available. If any one of those four is missing, one of the other seven destinations will serve you better, and we will say so.

How the year runs

Qatar suits students who want an international branch-campus degree close to home, often with family already in the Gulf. Places are limited and admission is competitive.

Three things specific to Qatar

  • Tuition is frequently charged per credit hour rather than per year, so your cost depends on your study load.
  • On-campus housing simplifies both budgeting and the visa.
  • Merit and need-based scholarships exist and are worth applying for alongside admission.

The paperwork below is what a Qatar application runs on. Your counsellor confirms the exact list for your university and checks every document against the others before anything is submitted.

Documents you will need

Academic

  • Matric (SSC) and Intermediate (HSSC) certificates and mark sheets
  • Bachelor's degree and full transcripts, if applying for a master's
  • IBCC equivalence certificate if you studied O-levels or A-levels
  • IELTS, PTE or other accepted English test result

Identity

  • Passport valid well beyond your intended course end date
  • CNIC or B-Form, and your family registration certificate where asked
  • Passport-standard photographs to the destination's specification

Financial

  • Bank statements covering the period your destination requires
  • Bank certificate or maintenance letter from the account holder's bank
  • Sponsor's affidavit of support, with proof of their income
  • Evidence of the sponsor's income: salary slips, tax returns, business papers

Supporting

  • Statement of purpose written for this course, not a template
  • Academic or employer reference letters
  • Experience letters and CV where the course expects them
  • Medical and police documents where Qatar requires them

The attestation chain

Order matters. Skip a step and the next authority sends you back, which is the most common cause of avoidable delay.

The issuing body verifies first

Your board verifies Matric and Intermediate certificates; your university verifies your degree and transcripts. Nothing moves until this is done.

IBCC for school certificates

The Inter Board Committee of Chairmen attests Matric and Intermediate. If you did O-levels or A-levels, IBCC also issues the equivalence certificate, and that must be finished before attestation.

HEC for university degrees

The Higher Education Commission attests degrees and transcripts. It covers higher education only, not school certificates.

MOFA applies the state seal

The Ministry of Foreign Affairs attests only after HEC or IBCC has stamped the document. Appointments are booked online.

Apostille or embassy, depending on Qatar

Some destinations accept a MOFA apostille; others still want their own embassy in Pakistan to legalise the document. We confirm which applies to Qatar for your specific documents before you start.

Three things that changed recently

Attestation guidance published even a year ago is now partly wrong. These are the current points that catch people out.

  • HEC attestation is now fully digital. The Higher Education Commission moved degree attestation onto an online Degree Attestation System in May 2026, replacing the old in-person and courier route. Older step-by-step guides describing counter visits no longer apply.
  • MOFA no longer takes walk-ins. Appointments are booked online, so attestation has to be scheduled into your application timeline rather than done the week before submission.
  • O-level and A-level equivalence takes weeks, not days. IBCC equivalence must be complete before attestation can start, and Cambridge result slips are not accepted in place of the certificate. This is the single most underestimated delay in the whole process.

Government processes change. Your counsellor confirms the current requirement and fee for your documents at the time you apply, rather than working from a printed list.
