New Zealand offers post-study work rights and a far less crowded applicant field than the biggest destinations, in a country consistently rated among the most liveable. Living costs are meaningful, so the budget conversation is an honest one.
What it costs
The money, stated plainly.
Tuition is only part of it. Below is what you pay once, what you pay every month, and what the visa authorities need to see in the bank before they will issue anything.

NZD 28,000 – 38,000 a year for business and humanities; engineering and science run higher

What the visa requires
NZD 20,000 for one year of living costs, plus tuition and onward travel. Immigration New Zealand accepts liquid funds only and examines where the money came from.
Roughly PKR 3.3 million for the living-cost portion, before tuition and travel.

Figures checked August 2026. Rupee conversions use approximate rates at that date (about PKR 375 to the pound, 325 to the euro, 195 to the Australian dollar, 165 to the New Zealand dollar) and are planning figures only, since rates move. Amounts are quoted as ranges because they vary by university, programme and city. Government requirements and university fees change; your counsellor confirms the exact numbers for your shortlist before you commit to anything.

When to apply for New Zealand, and why it matters.
Intakes: February and July.
How the year runs
February is the main intake and fills earliest. New Zealand is smaller than Australia in every sense, which cuts both ways: fewer places, but far less noise in the graduate job market.
Three things specific to New Zealand
- Immigration examines the source of your funds, not just the balance. Only liquid money counts.
- Work rights are 25 hours a week in term, more generous than Australia's per-week equivalent.
- Auckland and Wellington cost noticeably more than Christchurch, Dunedin or Hamilton. The degree is worth the same.
Documents & attestation
What you need, and how Pakistan verifies it.
The paperwork below is what a New Zealand application runs on. Your counsellor confirms the exact list for your university and checks every document against the others before anything is submitted.
Documents you will need
Academic
- Matric (SSC) and Intermediate (HSSC) certificates and mark sheets
- Bachelor's degree and full transcripts, if applying for a master's
- IBCC equivalence certificate if you studied O-levels or A-levels
- IELTS, PTE or other accepted English test result
Identity
- Passport valid well beyond your intended course end date
- CNIC or B-Form, and your family registration certificate where asked
- Passport-standard photographs to the destination's specification
Financial
- Bank statements covering the period your destination requires
- Bank certificate or maintenance letter from the account holder's bank
- Sponsor's affidavit of support, with proof of their income
- Evidence of the sponsor's income: salary slips, tax returns, business papers
Supporting
- Statement of purpose written for this course, not a template
- Academic or employer reference letters
- Experience letters and CV where the course expects them
- Medical and police documents where New Zealand requires them
The attestation chain
Order matters. Skip a step and the next authority sends you back, which is the most common cause of avoidable delay.
Your board verifies Matric and Intermediate certificates; your university verifies your degree and transcripts. Nothing moves until this is done.
The Inter Board Committee of Chairmen attests Matric and Intermediate. If you did O-levels or A-levels, IBCC also issues the equivalence certificate, and that must be finished before attestation.
The Higher Education Commission attests degrees and transcripts. It covers higher education only, not school certificates.
The Ministry of Foreign Affairs attests only after HEC or IBCC has stamped the document. Appointments are booked online.
Some destinations accept a MOFA apostille; others still want their own embassy in Pakistan to legalise the document. We confirm which applies to New Zealand for your specific documents before you start.
Three things that changed recently
Attestation guidance published even a year ago is now partly wrong. These are the current points that catch people out.
- HEC attestation is now fully digital. The Higher Education Commission moved degree attestation onto an online Degree Attestation System in May 2026, replacing the old in-person and courier route. Older step-by-step guides describing counter visits no longer apply.
- MOFA no longer takes walk-ins. Appointments are booked online, so attestation has to be scheduled into your application timeline rather than done the week before submission.
- O-level and A-level equivalence takes weeks, not days. IBCC equivalence must be complete before attestation can start, and Cambridge result slips are not accepted in place of the certificate. This is the single most underestimated delay in the whole process.
Government processes change. Your counsellor confirms the current requirement and fee for your documents at the time you apply, rather than working from a printed list.

New Zealand: the fee, the insurance, and whether money buys speed.
Three numbers a family needs before committing, and one question almost nobody asks until it is urgent: can you pay to be decided faster? The answer is yes in exactly one of these eight destinations.
Which visa, and what it costs
The Fee Paying Student Visa, applied for online to Immigration New Zealand. NZD 850. The order is what makes New Zealand unusual: INZ assesses everything first and issues an Approval in Principle, and only then do you pay tuition. If your work rights need varying from 20 to 25 hours later, that is a further NZD 325.
The insurance, and where to get it
Acceptable travel and medical insurance for the whole stay is a visa requirement, and INZ checks the policy wording. Budget NZD 600 to 900 a year. Universities usually offer a compliant plan; a policy bought in Pakistan may not meet the wording INZ expects, so have it checked before you rely on it.
Can you pay to go faster?
No. There is no paid priority service. Processing is about 8 weeks with roughly 80 per cent decided in that window.
What we tell you about it
The Approval in Principle is the single best financial protection on this list. It means a family commits the tuition only once the visa is effectively decided, unlike Ireland where EUR 6,000 goes first, or Australia where a deposit is needed just to get the CoE.
Proof of funds
What New Zealand actually wants to see, from a Pakistani family.
Every destination asks for money. What differs, and what nobody writes down properly, is who is allowed to hold it, how long it has to have been there, and which Pakistani documents prove where it came from. This is the part we build first on every file, because it is the part that refuses people.
Who is allowed to fund you
You, or a parent or guardian. Relationship proof required if the account is not yours.
The documents, exactly
NZD 20,000 a year for living, plus full first-year tuition, plus a return airfare or NZD 1,500 to 2,500 set aside, evidenced over about three months. Liquid funds only. The structure is what makes New Zealand unusual: INZ assesses everything FIRST and issues an Approval in Principle, and only THEN do you pay tuition. Ireland wants EUR 6,000 before the visa is even filed and Australia needs a deposit to get a CoE. New Zealand asks last.
FBR returns and the NTN
Not formally required. In Pakistan your CNIC IS your NTN for individual filing, so you do not need a separate number. The FBR tax year runs 1 July to 30 June and the return is filed on the IRIS portal with a wealth statement attached. Returns for the last two to three years are what a visa officer uses to test whether a claimed income is real. Worth having for the same reason as elsewhere: it explains the money rather than merely showing it.
What will not be accepted
Anything illiquid. There is also a Funds Transfer Scheme, but confirm Pakistan is on the current eligible list before relying on it, because the list changes.
The one thing that refuses people
Assuming the money must be paid up front. It must not, and a family that understands the Approval in Principle can commit to New Zealand with far less risk than to any other destination on this list.

2When applications open and close
Applications open about 12 months ahead. Apply 6 to 9 months before the start. All eight New Zealand universities are globally ranked, so there is no weak end of the market to avoid.
3How long the whole process takes
Offer in 2 to 4 weeks, then INZ assesses everything and issues an Approval in Principle, THEN you pay tuition, then the visa is granted. Visa takes about 8 weeks, with 80% decided in that window. Allow 4 to 6 months.

The student applies online to Immigration New Zealand, NZD 850. A full medical and chest X-ray are required for any course over 12 months, and a police certificate if you are 17 or over and staying more than 24 months.
11Visa outcomes for Pakistani applicantsnot confirmed
INZ does not publish student visa outcomes by nationality in a form we would quote. The AIP structure means most weak files are identified before any money is paid.
12Do some universities make the visa easier?
No. INZ decides on your file. What is unusual here is the Approval in Principle: the assessment happens BEFORE you pay tuition, which removes the biggest financial risk in studying abroad.
13What a strong application actually looks like
A clean three-month funds history, a course that follows on from the last, the medical booked early because it is required over 12 months, and a genuine plan afterwards. Work rights rose from 20 to 25 hours a week on 3 November 2025, but that is NOT automatic. A visa already carrying 20 hours stays at 20 until varied, at a cost of NZD 325.
