Study in New Zealand after a 4-year bachelor’s from Pakistan
Your four-year HEC degree is read as a New Zealand Level 7 bachelor’s, not as an honours degree. That single distinction decides which master’s you can enter, how long it takes and what it costs. Here is what it opens, what your file needs, and why you do not pay tuition until the visa is already approved.
New Zealand is the one destination that assesses your entire application before asking you for tuition. That is the most important thing to understand about it, and most families are never told.
It also has no weak end. Every public university here is internationally recognised, and a polytechnic qualification at Level 7 or above carries exactly the same three-year post-study work entitlement as a degree from the highest-ranked university in the country. For a great many Pakistani students that changes the answer entirely.
Where your degree actually lands.
A four-year HEC-recognised bachelor’s is equivalent to a New Zealand Level 7 bachelor’s degree. It is not equivalent to a New Zealand Bachelor Honours. Being promised a one-year master’s at a research university on the strength of a four-year degree is the commonest way a New Zealand application goes wrong, and you will hear that promise from somebody.

What your file has to contain.
Academic
- A four-year bachelor’s from an HEC-recognised university, with complete transcripts and the degree itself.
- Attestation through HEC and then the MOFA apostille. MOFA has been appointment-only online since 27 July 2026, so start it early rather than treating it as an errand.
- No NZQA assessment is needed at application stage. The institution assesses your degree directly.
English
- IELTS Academic 6.5 overall with 6.0 in each band is the safe postgraduate benchmark at the universities.
- 6.0 overall with 5.5 in each band is accepted on many polytechnic Level 8 and Level 9 programmes.
- Whitireia is the only institution we work with that accepts a Medium of Instruction letter or Duolingo.
- IELTS is computer-delivered only in Pakistan and costs roughly PKR 71,000 to 76,000.
Money, and this is where applications actually fail
Immigration New Zealand asks for NZD 20,000 for one year of living costs, on top of your full tuition and a return airfare. Six months of statements is the working standard, the funds must be liquid, and the source of the money has to be documented: tax returns, salary evidence, business income, or a registered sale deed where it came from selling property.
There is a Funds Transfer Scheme that lets the living costs be moved into a New Zealand bank account instead of shown here. Pakistan’s eligibility for it changes, so we confirm it against the current list before anyone builds a plan around it.
Health and character
- A chest X-ray for any stay over six months, and a full medical for any stay over twelve months, which means it is standard on any degree.
- It must be an Immigration New Zealand panel physician. Your family doctor is not accepted.
- A police clearance certificate where the stay reaches twenty-four months.
The visa itself
- Fee Paying Student Visa, from NZD 850. We confirm the current figure against the Immigration New Zealand schedule before quoting you.
- Applied for online.
- Your Offer of Place has to be unconditional before the visa can be granted, though assessment can begin on a conditional one.
- A statement of purpose, a passport valid well beyond your course, and evidence of onward travel funds.
You do not pay tuition before the visa is decided.
This is New Zealand’s structural advantage over the United Kingdom and Ireland, and it is worth more to a stretched family than a small difference in tuition. Ireland requires EUR 6,000 of tuition to be paid before the visa application is even filed. Australia needs a deposit to release your enrolment confirmation. New Zealand assesses everything first.
The universities we work with generally issue the offer without taking money. Polytechnics usually want the first semester, roughly half the year’s fee, before they will issue it.
NZD 20,000 for the year, held liquid, six months of statements, source documented. Your tuition is not paid at this point.
Written confirmation from Immigration New Zealand that your visa will be granted, subject to one remaining thing: the tuition receipt.
Ten to fifteen days. Have the money ready before you lodge rather than after the approval arrives. This is the stage where Pakistani applications come apart, not the assessment.
On receipt of your payment confirmation.
You can pay tuition upfront and submit the receipt with your application. It shortens processing, but it puts a full year’s fees at risk before anybody has assessed your file. It is worth considering only when a start date is genuinely tight.
What one year actually costs.
Worked on a mid-band postgraduate placement at roughly NZD 36,000 tuition, converted at NZD 1 = PKR 160. The living-cost line is shown, not spent: it stays your money and funds your year, but Immigration New Zealand has to see it before the visa moves.

Your tuition is spent. The NZD 20,000 is shown, and it remains your money to live on for the year. Families hear one total and assume all of it disappears. It does not, and knowing that is often the difference between a family saying no and a family saying yes.
Scholarships, honestly.
New Zealand does not work the way the United Kingdom does. There is no culture of an automatic discount attached to every offer, no negotiated fee reduction, and no guaranteed award for simply meeting the entry requirement. Most awards are partial tuition credits, assessed on merit, and genuinely competitive.
They are funded by Education New Zealand and the universities specifically for Indian nationals, and Waikato’s headline NZD 15,000 country award is India-specific as well. Both are quoted constantly in Pakistani agent marketing and neither is open to you. If you have read about an NZD 20,000 New Zealand scholarship, this is almost certainly what you saw.
- Waikato, Vice-Chancellor’s International Excellence Scholarship. A tuition credit of up to NZD 15,000, though a one-year master’s realistically lands NZD 2,500 to 8,000. Applied for after your offer, with no fixed deadline.
- Massey, Toroa International Postgraduate Fee Scholarship, NZD 5,000. Up to sixty awards, but it needs a separate application with a hard cut-off. This one is lost to missed deadlines far more often than to merit.
- Southern Institute of Technology Zero Fees Scheme on selected programmes. Not a scholarship at all, and worth more than any of them. It applies programme by programme, not across the board.
- Build your budget with no award in it. Anything that lands is relief. And a scholarship reduces your tuition, never the NZD 20,000, which Immigration New Zealand wants evidenced in full regardless.
From today to a February 2027 start.
Intakes are February and July. February 2027 is the live one. The steps below are in this order because each genuinely blocks the next: the visa cannot be lodged without an unconditional offer, and the offer cannot be issued without English.
Book IELTS immediately and run HEC and MOFA in parallel. Attestation is what quietly delays files, not the applications.
Three or four institutions across different price bands, so you have a real choice when the offers land. Offers usually take two to four weeks.
Meet every condition, then pay the deposit if your institution asks for one. Polytechnics generally want the first semester.
Statements seasoned and the source documented, medical and chest X-ray booked with a panel physician, police certificate applied for.
Four to six weeks from Pakistan is the working expectation. Incomplete applications simply sit, so completeness matters more than the date you lodge.
Full tuition settled, accommodation confirmed, travel booked, and your arrival briefing before you fly.

Half the tuition, an English requirement a full band lower, and a Level 7 or higher qualification there carries exactly the same three-year post-study work entitlement as a degree from the highest-ranked university in the country. If your priority is working in New Zealand rather than the name on the certificate, this is the honest answer, not a downgrade.

Southern Institute of Technology has the lowest fees in New Zealand and a Zero Fees Scheme, and on a spreadsheet it wins outright. But Invercargill has around 57,000 people, sits at the bottom of the South Island, is cold and remote, and has a thin part-time job market and very little halal infrastructure. It is right if your priority is the qualification and the post-study work right at the lowest possible cost. It is wrong if you expect city life or expect to work while you study. We would rather say that than let the fee do the selling.
After you arrive.
- Work rights are 25 hours a week during term since 3 November 2025, and full time in scheduled breaks. If your visa was granted carrying twenty hours it stays at twenty until it is varied, which costs money.
- Any Level 7 or higher qualification carries a Post Study Work Visa of up to three years.
- A new Short-Term Graduate Work Visa giving six months of open work rights, plus an extension of post-study rights to Level 7 Graduate Diplomas, is expected from late 2026.
- Your partner may be eligible for full work rights where you are studying at Level 7 or above.

Some, but plan with none. The New Zealand Excellence Awards are funded for Indian nationals and are not open to you, despite how often they appear in local marketing.

New Zealand suits a student who wants a recognised qualification and three years of work afterwards without gambling a year’s tuition on a visa decision. It is remote, flights home are long and expensive, and the job market is small enough that your subject choice matters more than it would in a bigger economy. If your four-year bachelor’s is sound and your English is at 6.5, this is one of the safest routes we advise on.
