How the year runs
Private universities admit on your school results without an entrance exam, which makes Turkey unusually accessible. State universities cost far less but generally require the TR-YOS exam.
Three things specific to Turkey
- Merit scholarships of 25 to 50 percent are routine at private universities for strong academic profiles. Ask before you accept an offer.
- Istanbul is the obvious choice but not the cheapest. Ankara and Izmir cost noticeably less.
- Confirm that your specific programme is taught in English, not just that the university offers English programmes.
Documents & attestation
What you need, and how Pakistan verifies it.
The paperwork below is what a Turkey application runs on. Your counsellor confirms the exact list for your university and checks every document against the others before anything is submitted.
Documents you will need
Academic
- Matric (SSC) and Intermediate (HSSC) certificates and mark sheets
- Bachelor's degree and full transcripts, if applying for a master's
- IBCC equivalence certificate if you studied O-levels or A-levels
- IELTS, PTE or other accepted English test result
Identity
- Passport valid well beyond your intended course end date
- CNIC or B-Form, and your family registration certificate where asked
- Passport-standard photographs to the destination's specification
Financial
- Bank statements covering the period your destination requires
- Bank certificate or maintenance letter from the account holder's bank
- Sponsor's affidavit of support, with proof of their income
- Evidence of the sponsor's income: salary slips, tax returns, business papers
Supporting
- Statement of purpose written for this course, not a template
- Academic or employer reference letters
- Experience letters and CV where the course expects them
- Medical and police documents where Turkey requires them
The attestation chain
Order matters. Skip a step and the next authority sends you back, which is the most common cause of avoidable delay.
Your board verifies Matric and Intermediate certificates; your university verifies your degree and transcripts. Nothing moves until this is done.
The Inter Board Committee of Chairmen attests Matric and Intermediate. If you did O-levels or A-levels, IBCC also issues the equivalence certificate, and that must be finished before attestation.
The Higher Education Commission attests degrees and transcripts. It covers higher education only, not school certificates.
The Ministry of Foreign Affairs attests only after HEC or IBCC has stamped the document. Appointments are booked online.
Some destinations accept a MOFA apostille; others still want their own embassy in Pakistan to legalise the document. We confirm which applies to Turkey for your specific documents before you start.
Three things that changed recently
Attestation guidance published even a year ago is now partly wrong. These are the current points that catch people out.
- HEC attestation is now fully digital. The Higher Education Commission moved degree attestation onto an online Degree Attestation System in May 2026, replacing the old in-person and courier route. Older step-by-step guides describing counter visits no longer apply.
- MOFA no longer takes walk-ins. Appointments are booked online, so attestation has to be scheduled into your application timeline rather than done the week before submission.
- O-level and A-level equivalence takes weeks, not days. IBCC equivalence must be complete before attestation can start, and Cambridge result slips are not accepted in place of the certificate. This is the single most underestimated delay in the whole process.
Government processes change. Your counsellor confirms the current requirement and fee for your documents at the time you apply, rather than working from a printed list.

Three numbers a family needs before committing, and one question almost nobody asks until it is urgent: can you pay to be decided faster? The answer is yes in exactly one of these eight destinations.
Which visa, and what it costs
This is where most people go wrong: Türkiye does not issue a student visa covering your studies. You get an entry visa at the Turkish consulate, about USD 60. Then, within 30 days of arriving, you must apply for the student residence permit at goc.gov.tr, costing TRY 2,500 to 3,500 and renewed every year. Miss the 30 days and you are out of status in a country you have already paid to reach.
The insurance, and where to get it
Health insurance is the real requirement and it is checked at the residence permit stage, not at the visa stage. Either enrol in the state scheme, SGK, or buy a private policy that meets the permit standard. No insurance means no permit, which means no legal status.
Can you pay to go faster?
No published priority service. The entry visa is typically 4 to 8 weeks.
What we tell you about it
Plan the first fortnight around the permit, not around settling in. It needs three things you can only get after landing: a Turkish phone number, a tax number and a signed address contract. The card takes 2 to 3 weeks after that, and a printed portal confirmation covers the gap.
Proof of funds
What Türkiye actually wants to see, from a Pakistani family.
Every destination asks for money. What differs, and what nobody writes down properly, is who is allowed to hold it, how long it has to have been there, and which Pakistani documents prove where it came from. This is the part we build first on every file, because it is the part that refuses people.

You or a parent. No fixed rule is published.
The documents, exactly
There is NO officially fixed threshold. Circulating figures range from USD 5,000 to 8,000 a year up to about PKR 1 million, all indicative. Because insufficient or unclear financial proof is one of the top two refusal grounds, over-document rather than aim at a number. Everything also needs CERTIFIED TURKISH TRANSLATION on top of the HEC or IBCC then MOFA chain.
FBR returns and the NTN
Not formally required. In Pakistan your CNIC IS your NTN for individual filing, so you do not need a separate number. The FBR tax year runs 1 July to 30 June and the return is filed on the IRIS portal with a wealth statement attached. Returns for the last two to three years are what a visa officer uses to test whether a claimed income is real. In a system with no published threshold, a return showing steady declared income does more work than a large balance with no explanation.
What will not be accepted
Nothing formally excluded, but unclear documents are refused as readily as insufficient ones.
The one thing that refuses people

12Do some universities make the visa easier?
