Most study destinations are sold on the degree. These two are chosen for what happens after it. Finland and New Zealand are the two destinations on our panel where a student can bring their family from the start and where the route from a study permit to permanent residence is published rather than implied.
That is the reason to look at them together. It is also the reason to read the detail carefully, because the two countries reach the same destination by completely different roads.

The Finnish lever almost nobody is told about.
A completed Finnish degree can remove the period-of-residence requirement for permanent residence entirely. That is the strongest single claim in anything we publish about settlement, and it has a condition attached that decides whether it applies to you.
The lever is language, taken inside the degree. Fifteen credits of Finnish studied as part of your master’s is what unlocks the shortened route. Without it the ordinary timetable applies, which is eight years, or five with B1-level Finnish acquired later. A student who takes those credits in year one and a student who does not are on two very different timetables, and the choice is made at enrolment, long before anyone is thinking about residence.
The New Zealand rule that removes the financial risk.
Every other destination on this site asks for money before it gives you a decision. Ireland wants €6,000 of tuition paid. Australia wants a deposit to release the confirmation of enrolment. The Netherlands wants the whole first-year package in the university’s account.
New Zealand asks last. Immigration New Zealand assesses your offer letter and your bank statements first, issues an approval in principle, then gives you 10 to 14 days to pay. The visa is granted only once the university sends the receipt directly to Immigration New Zealand. Your tuition is exposed for days rather than months, and a refusal costs the family nothing in fees. For a stretched household that is worth more than a small difference in tuition.
Where we are honest about the limits.
Finland is a destination we counsel and process for, and our residence briefing for it is one of the most detailed things we publish. Our university panel for Finland is still being built, so you will not find a Finnish list on our universities page yet. We would rather say that than pad the page with institutions we have no agreement with.
New Zealand is the opposite. The panel is complete, every one of the eight New Zealand universities is globally ranked so there is no weak end to avoid, and a degree from Dunedin carries the same recognition as one from Auckland while costing less to live through. A typical master’s at NZD 25,000 lands materially below the Australian equivalent.
- Neither country grants residence for studying. Both grant it for working afterwards, under rules that are revised regularly and judged at the date you apply, not the date you enrolled.
- The New Zealand points table for the Skilled Migrant Category was reset on 24 August 2026. Any figure quoted from an older table is wrong.
- A police certificate is required in New Zealand if you are 17 or over and staying more than 24 months.
- Insurance in New Zealand runs NZD 600 to 900 a year, and a policy bought in Pakistan may not meet the wording Immigration New Zealand requires.
- The New Zealand student visa fee is NZD 850, with around eight weeks processing and roughly 80 per cent decided inside that window.
So which one.
Approval in principle is the single most family-friendly rule in international admissions, and it is the reason we recommend New Zealand to households that cannot risk a large payment against an uncertain decision.
The degree-based route to a permanent permit is shorter and better defined than almost anything comparable, provided you take the language credits inside the degree.
Finland allows family at any higher-education level. New Zealand ties full partner work rights to level 7 and above, so the course you pick decides what your spouse can do.
We will tell you what we can process today rather than send you a directory. That list is shorter than New Zealand’s and we would rather you knew that at the start.
We cannot promise residence in either country and we will not quote you a points threshold or an occupation list from memory, because both are revised without notice and judged on the day you apply. What we can do is tell you which decisions made now, at enrolment, close a door later. In Finland that decision is the language credits. In New Zealand it is the level of the qualification you enrol in.
