Turkey is unusually accessible for Pakistani students. Ankara holds Middle East Technical University, ranked the top university in Western Asia in the QS regional table, and costs noticeably less than Istanbul. Izmir is the third option, coastal and cheaper again.

Student transport cards cut fares substantially in all three cities, and the cost of eating and living generally sits below every European destination in this guide. For a student whose funds are real but limited, Turkey and Cyprus are the two destinations where the arithmetic works most comfortably.
